The Small Arms Survey estimates that 60 per cent of theglobal stockpile of 640 million guns are in civilian handsin varying states of legality.1 These weapons are held by a diverse array of people—including farmers, militias,sporting shooters, collectors, private security guards,criminal gangs and private citizens of all ages.
