The Small Arms Survey estimates that 60 per cent of theglobal stockpile of 640 million guns are in civilian handsin varying states of legality.1 These weapons are held by a diverse array of people—including farmers, militias,sporting shooters, collectors, private security guards,criminal gangs and private citizens of all ages. The restare held by state forces—police, military, customs andborder agents—with one per cent of the global stockpilein the hands of non-state armed groups.
